The Honorable Miami Dade County Commissioner Roberto J. Gonzalez
Roberto J. Gonzalez
Roberto J. Gonzalez was elected to the Miami-Dade County Commission on August 2024 by a wide majority of the vote. He is also the first District 11 candidate in recent memory to qualify for the ballot via signature. Since taking office in November of 2022, Commissioner Gonzalez has concentrated on improving the quality of life for the West Kendall community, including protecting homeowners living in HOAs and condominium associations, fighting against child sex trafficking, supporting law enforcement, clean streets and better parks.
Before joining the Board of County Commissioners, Commissioner Gonzalez - the founding partner of PereGonza The Attorneys PLLC - also served on the Republican Party of Miami-Dade’s Executive Committee as Secretary from 2016 to 2020.
Commissioner Gonzalez was born in Guatemala and legally emigrated with his parents to the United States at the age of two. He grew up in Miami and has been a resident since 1990. On April 30, 2014, he became a citizen of the United States of America.
Commissioner Gonzalez is a product of Miami-Dade County Public Schools having graduated from Miami Coral Park Senior High School in 2005. He then attended Miami Dade College and earned a Bachelor of Arts degree in English literature from Saint Thomas University in 2011. He then went on to earn a Juris Doctor degree from Saint Thomas University School of Law in 2014. In 2015, Commissioner Gonzalez became a member of the State of Florida Bar.
As an entrepreneur himself who started his own law firm, Commissioner Gonzalez is an ardent supporter of small businesses and entrepreneurs. He also favors expanding education and economic opportunities for all.
Most importantly, Commissioner Gonzalez is a dedicated husband and father. He and his wife, Jessyca, have three daughters, Skye, Ava and Leah.

Michael Linzbach
Mike Linzbach’s aviation dream started at his northern Minnesota hometown of East Grand Forks while watching B-52’s, B-1’s, and KC-135’s fly overhead from the neighboring Grand Forks Air Force Base. His dream became reality when he started his aviation career at Northwest Airlines in 2002 as a DC-10 Avionics Engineer Co-op while working towards his Electrical Engineering degree from the University of Minnesota. Mike has held aviation positions ranging from Engineer to Business Development Manager at Northwest Airlines, American Airlines, Goodrich, UTC Aerospace Systems, and most recently as the Product Manager – Connected Aircraft Engineering at Delta Air Lines. He is passionate about the democratization of aircraft sensor data and is very proud of the savings Delta Air Lines has been able to achieve utilizing the dream of this democratization of sensor data which he has championed. He and his wife, Ann, live south of the Atlanta airport in Peachtree City, Georgia with their 9 year old twin daughters.

Vincent Durel
Vincent Durel is a captain at Transavia France, part of the Air France-KLM Group. He began his career as an engineer in navigation systems (ATSEP) before becoming a volunteer flight instructor. From 2002 to 2007, he was Head of the Avionics Laboratory at the École Nationale de l'Aviation Civile (ENAC), helping train future pilots and aerospace engineers. His aviation journey then took off with Airlinair in 2007 as an ATR First Officer before moving to Régional CAE in 2008, flying the ERJ145. In 2011, he joined Transavia France, where he became a First Officer on the Boeing 737NG and Captain in 2017.
In 2024, he transitioned to the Airbus A320neo, adding another milestone to his career. Beyond flying, Vincent has played a key role in developing Transavia France's flight data analysis system using SARA. His background in avionics and flight data management has helped improve the airline’s flight safety.
Vincent is known for his innovative mindset, and commitment to operational excellence. With a passion for flying and a drive for improvement, he continues to help enhance aviation safety and performance.
Olivier Busnel
An all around and passionate involvement in Commercial Aviation and Flight Safety
Professional background
• Pilot and Captain at Air Armorique: Olivier began his career flying the Falcon 20 for a private airline, which he contributed actively to transform into a public air transport company.
• Regional Airlines: promoted as a captain and instructor on the Saab 2000 and later on the Embraer ERJ145.
• HOP! airline: As a captain and Flight Safety Officer (FSO) on the Embraer E-Jet fleet, Olivier played a key role in the airline’s operational safety.

In his capacity as Flight Safety Delegate, Olivier drive key operational transformations, including:
• The phase-out of ERJ and ATR operations, ensuring a smooth transition while maintaining operational continuity and safety.

Passion for Aviation
On his private time, Olivier flies with passion experimental and vintage aircrafts. He also serves as Vice President and Instructor at a local community Aero Club.
Thomas Chan
Thomas Chan is the General Manager of Safety and Operational Risk Management at Hong Kong Express Airways (HK Express), the low-cost carrier of the Cathay Pacific Group based in Hong Kong. He is safety post-holder of the airline and responsible for overseeing the management of safety, security, quality, and business resilience.
Thomas began his aviation career in 2008 and joined HK Express in early 2014. During his 11-year career with HK Express, he has held various management positions within the safety department. Prior to his current role, he served as the Head of Safety, where he was responsible for developing the airline’s Safety Management System (SMS), Flight Data Analysis Programme (FDAP), and Fatigue Risk Management System (FRMS), a comprehensive approach to managing safety risks and fostering a culture of safety throughout the organization.
Beyond his professional endeavors, Thomas is known for his passion for staying active. He is an avid runner and hiker, often exploring the great outdoors in his spare time.
Benson Hui
Benson Hui is the Assistant Manager of the Flight Data Analysis Programme at Hong Kong Express, a low-cost carrier based in Hong Kong.
Benson graduated from Embry-Riddle Aeronautical University in 2013, where he completed his pilot training and obtained his Commercial Pilot License. During his time at Embry-Riddle, his passion for both aviation and computer science was recognized by one of his professors, leading to an invitation to join a startup company. There, he contributed to the development of a virtual flight training program using Lockheed's Prepar3D, aimed at supporting student pilots' training and reducing training costs.
After completing the simulation project, Benson returned to his home city of Hong Kong to pursue a career focused on flight data analysis. Outside of his professional life, Benson enjoys snowboarding in Japan with friends and family during the winter season.
Justin Lopez
Justin Lopez is an accomplished aviation professional with extensive expertise in flight safety, operations, and training. He holds a bachelor’s degree in Aviation Management from Southern Illinois University at Carbondale and a master’s degree in Commercial Aviation from Delta State University.
Since joining Allegiant in 2015 as a First Officer, Justin has taken on multiple leadership roles, demonstrating his dedication to aviation safety and operational excellence. He currently serves as the Manager of Flight Safety and A320 Captain, where he oversees critical safety programs, including:
- Safety Event Reports (for both Dispatch and Flight Operations)
- Aviation Safety Action Program (ASAP) (for both Dispatch and Flight Operations)
- Flight Operations Fatigue Program
- Airport Risk Assessments across Allegiant’s entire network and charter operations
- Flight Operations Quality Assurance (FOQA) for the Airbus A320 and Boeing 737-8200 fleets
Throughout his career, Justin has worked closely with industry stakeholders, the FAA, and Original Equipment Manufacturers (OEMs), contributing to safety initiatives and operational improvements. He has been an active member of the Commercial Aviation Safety Team (CAST) and has played a key role in Allegiant’s FOQA program since 2017.
Justin remains deeply committed to enhancing industry safety standards and fostering a culture of proactive risk management.
Angélique Lefevre
After graduating from an aviation engineering degree and a master in Human Factors, I worked 8 years in the BEA (Bureau d’Enquetes et d’Analyses, the French accident investigation board) on analyzing the FDR data. In the scope of Annex 13 investigations, among other tasks, I factually described the variations of FDR recorded parameters and determined the key events and abnormal situations which could have contributed to the occurrence . I joined the FDM team of KLM end of 2023 with the objective to enhance the FDM trend monitoring. I am both participating in the recent implementation of SARA, including development of new event algorithms, and developing dashboards to identify any potential operational trends out of the events raised.

I am a graduate of ESTACA, a French engineering school specializing in the transportation industry. For the past three years, I have been working as a Flight Data Monitoring and Risk Management Support Engineer at HOP!, a subsidiary of the Air France group. In my role, I am responsible for maintaining our FDM system, administering our Safety Management System (SMS) tool, and producing key performance indicators to ensure the highest level of flight safety.
I am passionate about new technologies and theme parks, always seeking out thrilling experiences and new adventures. My enthusiasm for innovation and excitement drives both my professional and personal pursuits.
